CHRIS CONE - Executive Director

Chris grew up in The Dalles, Oregon fishing and working in his family's small town tackle store business. Along the way he achieved his Eagle Scout rank from the Boy Scouts before enlisting in the Oregon National Guard as a medic. He attended Eastern Oregon University where he participated on the rodeo and football teams.  After a short career as a professional rodeo cowboy, he took a position with the Boy Scouts of America in Portland, where he became an expert in fundraising and chapter development in the nonprofit arena. He was promoted several times and was in a Field Director position responsible for training and managing several executives when he made the decision to lead CCA Oregon. "I am really looking forward to bringing some of the concepts I have learned in the nonprofit world and applying them to the conservation and well-being of Oregon's incredible coastal and marine environments," Chris said. "Everyone who lives in this region has a deep appreciation for our beautiful natural surroundings, but the trick is to translate that appreciation into action to conserve and enhance them. That is what CCA is all about and I can't wait to work in the name of conservation and the dedicated volunteers who drive it."  Chris and his wife have two girls — Abigail and Allison. 


TROY SCHAFFNER - Assistant Director

Troy was born and raised in Oregon and is an experienced outdoorsman.  He has vast experience is the fishing industry, working for several well-known retailers in managerial roles.  Troy also has chapter banquet fundraising experience as a leader for Ducks Unlimited and adds the knowledge of nonprofit member recruitment. Additionally, Troy brings a knowledge of local Oregon fisheries and their issues. 



Kari has been our office manager since 2014, but has been a member of Coastal Conservation Association since we came to the Pacific Northwest in 2007.  She was born and grew up in Portland, attended and graduated from the University of California San Diego, and now lives in Vancouver with her husband and their two teenagers.  When she isn't helping to save the fish, Kari enjoys watching her daughter play volleyball, her son shoot trap, and camping with her family.


HEATH HEIKKILA - Regional Fisheries Director 

Heath Heikkila works at the intersection of government, policy, and communications advocating for solutions to some of the Pacific Northwest’s most challenging natural resource issues.  Heath is passionate about the things that make the Northwest a great place to live, work, and play – and works to promote federal, state, and regional policies to make it even better.

Prior to forming Cascade Public Affairs, Heath spent over a decade in the government affairs practice group of a Portland-based law firm. Heath also had experience working as an aide in the Washington State Senate and was active in grassroots and political campaigns in the Pacific Northwest before spending 8 years in Washington, D.C. in both the public and private sectors. He served as a Policy Advisor at the National Oceanic and Atmospheric Administration (NOAA), where he primarily focused on Western environmental and fisheries issues, including Pacific salmon recovery efforts.   

Heath and his wife have three daughters and reside in Washington state.  


SHAWN MILLER - State Lobbyist

Shawn Miller is President of Miller Public Affairs in Salem and has worked the halls of the Oregon State Capitol for 23 years.  Miller Public Affairs is built upon getting results in a very competitive environment.  Shawn relishes the competition of the legislative process just as he enjoyed playing NCAA collegiate and professional soccer before becoming a lobbyist.  He and his wife Stephanie live in Portland and have two boys—Gunder and Grey.
