January 30, 2026EXTREME: Oregon IP 28 Would Criminalize Fishing, Hunting, and Farming
Initiative Petition (IP) 28 (the PEACE Act) is being pushed by out of state groups with a radical agenda for Oregon: criminalizing fishing, hunting, farming & ranching, and other activities as animal abuse!
IP 28 requires 117,173 valid signatures by July 2, 2026. Because some signatures will be invalidated, proponents need to collect approximately 140,000 total. As of May 2026, they have submitted over 120,000 signatures.
What is CCA doing?
CCA Oregon is partnering with groups like the Oregon Farm Bureau and the Oregon Hunters Association to oppose this radical proposal and defeat it if qualifies for the November ballot.
IP 28 is dead wrong for Oregon’s fisheries and our 500,000+ licensed anglers:
- Not based in science, conflicts with the foundational North American Model of Wildlife Conservation
- Ends proactive management of fish and wildlife populations, including invasive species
- Loss of $1.4 billion in economic value, over 12,000 jobs from Oregon’s sport fisheries
- Eliminates ODFW’s largest source of funding: fishing and hunting licenses
- Threatens ODFW’s federal funding tied to fishing and hunting licenses
- Includes no exemption for tribes, conflicts with tribal treaty rights and federal court decisions
- Would further harm jobs and rural economies that depend on sportsmen
- Cedes Oregon fish and wildlife populations over to hunters and anglers in neighboring states
- Will result in hatchery closures
- Prohibits commercial fishing in Oregon, forcing Oregonians to import seafood from other states and countries
What you can do to stop IP 28:
Until IP 28 qualifies or fails to qualify for the ballot (July 2026), the most impactful actions are: (1) Register to vote and encourage others to do the same; (2) Educate family, friends, and coworkers about IP28’s effects; and (3) Donate to CCA Oregon to help fund the effort.
What happens if IP 28 qualifies for the ballot:
If IP 28 qualifies for the ballot, it will be given a formal ballot measure number and an official “NO” campaign can be launched. CCA Oregon will work to educate and mobilize CCA members, anglers, and the public to vote no against this radical proposal that is bad for Oregon’s fish and wildlife.
If we all do our part, we are confident that we will convincingly defeat this extreme measure!
